Facilities participating in the Hill-Burton program are obligated to provide free and low-cost health care service to those who are unable to pay for them. Each facility provides a specific set of services. Eligibility is based on the size of the family and household income. The government’s Bureau of Primary Health Care. This link provides a directory of Health Centers that will provide primary and preventive care regardless of ability to pay or insurance coverage.
